Job Description and Duties

The Governor's Office of Planning and Research (OPR) name has changed to The Governor’s Office of Land Use and Climate Innovation Planning (GO-LUCI) effective July 1, 2024.

Under supervision of the Military Affairs Program Director the Defense Grant Specialist will manage grant administration and programmatic functions of the office’s U.S. Department of Defense (DoD) grants and provide policy, strategy and administrative support to the office’s Military Affairs team as needed.

The U.S. Department of Defense Grant Specialist will coordinate the administrative operations of national security related grant programs, assist in reviewing and preparing programmatic and financial reports according to federal reporting protocols, and act as a grant administrator and fiscal agent during the lifecycle of grants including specific actions involved in pre-award, award and post award phases. They will participate in developing and managing a portfolio of assigned projects. They will regularly carry out responsibilities utilizing independent decision-making and judgment.

This is a professional classification characterized by the responsibility for performing analytical and administrative supportive tasks. Incumbents are expected to possess an understanding of technical and political processes, including federal grants management, military affairs, cybersecurity, military installation resilience, defense industrial base and national security policy. They are required to be able to reason logically, use a variety of analytical techniques and tools to resolve complex issues, and develop and evaluate alternatives to inform decision makers and stakeholder groups. Incumbents will also organize, prepare materials for, participate in, and prepare summaries of policy development and program management meetings.

Working Conditions

The positions at GO-LUCI may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code Section 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the OPR Telework Policy and/or future program need.

All GO-LUCI employees must reside in California upon appointment.

GO-LUCI is located in Sacramento, directly across from the State Capitol.

Requires being in a stationary position, consistent with office work, for extended periods.

Standard office environment (artificial lighting, controlled temperature, etc.)

Daily use of personal computer, office equipment, and/or telephone.

Occasional overnight travel up to 15% may be required.

Occasional extended hours outside of normal working business hours may be required.
